Public participation second announcement for the environmental impact of the expansion project of GuangDong HuaAo New Alloy Material Co.,Ltd. with an annual production of 2000 tons of high-temperature alloy bars and 300 tons of alloy powder.

 

       The environmental impact report (draft for comments) for the expansion project of GuangDong HuaAo New Alloy Material Co.,Ltd. with an annual production of 2000 tons of high-temperature alloy bars and 300 tons of alloy powder, prepared by Guangdong Zhihuan Innovation Environmental Technology Co., Ltd., has been completed. In accordance with the requirements of the Environmental Impact Assessment Law of the People's Republic of China and the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the following information is publicly disclosed to further solicit suggestions and opinions from citizens, legal persons, and other organizations regarding the environmental impact of the construction project and environmental protection measures.

I. Project Overview
Project Name: Expansion project of GuangDong HuaAo New Alloy Material Co.,Ltd. with an annual production of 2000 tons of high-temperature alloy bars and 300 tons of alloy powder.
Project Nature: Expansion
Construction Unit: GuangDong HuaAo New Alloy Material Co.,Ltd.
Project Introduction: The company's current environmental assessment approved production capacity is 9000 tons of stainless steel bars and 1000 tons of stainless steel products per year. Due to the actual production needs of the company, the production of 1000 tons of stainless steel products has been canceled (never put into production). Currently, Huaao Alloy Company has a production capacity of 9000 tons of stainless steel bars per year. This time, the production of high-temperature alloy bars (2000 tons/year) and alloy powder (300 tons/year) is added, along with a set of steel slag grinding and screening system for the treatment of steel slag. After the completion of this expansion, the total production of the factory will be 9000 tons/year of stainless steel bars (existing projects remain unchanged), 2000 tons/year of high-temperature alloy bars, and 300 tons/year of alloy powder. The annual output value of the entire factory is expected to increase by 200 million after the project is put into production.

II. Environmental Impact Assessment Conclusion
1. Surface Water Environmental Impact Assessment Conclusion
The domestic sewage from the expansion project is treated by a self-built sewage treatment station to meet the stricter standards for road cleaning and toilet flushing in the 'Quality of Reclaimed Water for Urban Miscellaneous Use' (GB/T18920-2002) and is stored in the reclaimed water pool next to the sewage treatment station for reuse in landscaping and dust suppression on factory roads, with no discharge, resulting in minimal impact on the surrounding surface water environment.
2. Air Environment Impact Prediction Analysis Conclusion
According to the prediction results: 1. The maximum concentration contribution rate of pollutants from the new pollution sources under normal emissions of the expansion project is 45%, which is less than 100%; 2. The maximum concentration contribution rate of pollutants from the new pollution sources under normal emissions is 31%; 3. After superimposing the existing concentration, the maximum concentration contribution rate of the daily average mass concentration and annual average mass concentration of each pollutant is 86.95%, which is less than 100%. The environmental impact of the project meets the environmental functional zoning. Comprehensive analysis indicates that the air environment impact of this project is acceptable.
This project does not require the establishment of air environment protection distances.
3. Noise Environment Impact Assessment Conclusion
With appropriate noise prevention measures in place, the construction of this project has a minimal increase in noise at the factory boundaries, and there are no sensitive points within 200m, which will not significantly affect the quality of the surrounding noise environment.
4. Solid Waste Treatment and Disposal Impact Analysis Conclusion
All types of solid waste generated by the expansion project have reasonable disposal methods. The temporary storage sites for solid waste and hazardous waste can meet the relevant regulatory requirements after rectification, will not cause secondary environmental pollution, and will not have adverse effects on the surrounding environment.
5. Groundwater Environmental Impact Analysis Conclusion
Under normal circumstances, the expansion project has little impact on groundwater. At the same time, through the rectification of raw materials and slag fields, the infiltration of pollutants can be effectively controlled. After strictly implementing environmental protection measures, the groundwater pollution caused will not exceed previous levels, and the groundwater environmental impact is acceptable.
6. Soil Environment Assessment Conclusion
The pollution pathways of the expansion project to the soil mainly come from waste liquid and gas emissions. The temporary storage of hazardous waste in the factory area is designed and constructed according to relevant regulations, which can minimize the impact of waste liquid leakage on the soil. The amount of waste gas emitted by the expansion project is small, and the sedimentation of waste gas pollutants has a minimal impact on soil environmental quality.
7. Environmental Risk Assessment Conclusion
Under the condition that the construction unit strictly establishes and implements risk prevention measures and emergency plans, in the event of a sudden accident in the production and storage system, there is the capability to promptly adopt preventive measures to mitigate risk damage, and the environmental risk impact is at an acceptable level.
8. Ecological Environment Impact Analysis Conclusion
The expansion project is built within the original factory area, does not occupy additional land, and has no significant impact on the surrounding ecological environment.
