According to the "Environmental Impact Assessment Law of the People's Republic of China" and the "Measures for Public Participation in Environmental Impact Assessment" (Order No. 4 of the Ministry of Ecology and Environment) and other relevant regulations, the environmental impact assessment matters related to the "Technical Transformation Project of GuangDong HuaAo New Alloy Material Co.,Ltd. annual production of 9,000 tons of casting master alloy production line" are hereby announced for the first time.

I. Basic Information of the Project

1. Basic Information of Existing and Under Construction Projects

(1) The existing and under construction projects mainly include: Workshop No. 1, Workshop No. 2, Workshop No. 3, Workshop No. 4 finished product warehouse, office building, dormitory building, etc. Workshop No. 1 has built a coreless induction furnace, AOD furnace, horizontal continuous casting equipment, shearing equipment, etc., and completed the environmental protection acceptance on July 21, 2011, with an annual output of 9,000 tons of stainless steel; Workshop No. 2 is constructing a vacuum induction furnace, vacuum mold casting equipment, shot blasting machine, cutting machine, etc., and has not yet undergone environmental protection acceptance, with an expected annual output of 2,000 tons of high-temperature alloy bars; Workshop No. 3 is constructing a vacuum induction furnace, non-vacuum induction furnace, powder spraying equipment, powder screening equipment, etc., and has not yet undergone environmental protection acceptance, with an expected annual output of 300 tons of high-temperature alloy powder; Workshop No. 4 is an under-construction steel slag crushing and sorting workshop, intended to sort the steel slag produced by Workshop No. 1, and has not yet undergone environmental protection acceptance.
(2) Environmental Protection Situation:
Waste Gas: The existing project in Workshop No. 1 has 5 exhaust stacks, which are for coreless induction furnace waste gas, AOD refining furnace waste gas, continuous casting flame cutting waste gas, bar cutting waste gas, and laboratory waste gas, with stack heights of 8 to 17 meters. All have set up environmental protection measures and the discharged waste gas meets the emission standards set by the environmental protection department; Workshop No. 2 is under construction and plans to set up 2 exhaust stacks, with a height of 25 meters, for vacuum smelting waste gas and machining dust, both of which have set up environmental protection measures; Workshop No. 3 is under construction and plans to set up 3 exhaust stacks, with heights of 15 to 25 meters, for vacuum smelting waste gas, non-vacuum smelting waste gas, and atomization classification dust, all of which have set up environmental protection measures; Workshop No. 4 is under construction and plans to set up 1 exhaust stack, with a height of 15 meters, mainly for dust waste gas from steel slag crushing and sorting, which has set up environmental protection measures. Wastewater: This project only generates domestic sewage, which is treated by the self-built sewage treatment station in the factory area to meet the second period Class I standard of Guangdong Province's "Water Pollutant Discharge Limits" (DB44/26-2001) and the quality of urban reclaimed water for urban miscellaneous use (GB/T18920-2002) for greening, toilet flushing, and road cleaning before being partially discharged into the Minzu River, with some reused for greening in the factory area. Noise: Measures such as basic vibration reduction, sound insulation of the workshop, soft connections at the fan inlet and outlet, and installation of silencers are taken to reduce noise; Solid Waste: The factory area has built compliant general industrial solid waste storage places and hazardous waste storage places. The hazardous waste generated has signed disposal agreements with qualified disposal units, and all solid waste is comprehensively utilized or properly disposed of.

Construction Location: Industrial Zone 2, Hecheng Town, Heshan City
Construction Content and Scale: This technical transformation project will be carried out within the existing factory area, without increasing land area or building area. It plans to add LF furnace, VD furnace, and shearing machine in Workshop No. 1, and add vacuum induction furnace, vacuum continuous casting machine, electric arc furnace, and other equipment in Workshop No. 3, and upgrade the environmental protection measures equipped with the coreless induction furnace and AOD refining furnace for ultra-low emissions. After the technical transformation of Workshop No. 1 is completed, it will enhance the technical level of high-temperature alloys for casting in the factory area, with an annual production of 9,000 tons of casting high-temperature master alloy bars; after the expansion of Workshop No. 3, the annual nickel alloy output of the entire factory will be 20,000 tons.
