According to the relevant provisions of the Environmental Impact Assessment Law of the People's Republic of China, State Council Order No. 682 'Regulations on the Management of Environmental Protection for Construction Projects', and the 'Measures for Public Participation in Environmental Impact Assessment' (Ministry of Ecology and Environment Order No. 4), the second environmental impact assessment information of the technical transformation of the 9000-ton casting master alloy production line and the expansion project of 20000 tons of nickel alloy of GuangDong HuaAo New Alloy Material Co.,Ltd. is hereby announced as follows:
- I. Project Overview
Project Name:Technical transformation of the 9000-ton casting master alloy production line and expansion project of 20000 tons of nickel alloy of GuangDong HuaAo New Alloy Material Co.,Ltd.
Nature of Construction:Technical transformation and expansion
Construction Unit:GuangDong HuaAo New Alloy Material Co.,Ltd.
Project Introduction: New production equipment will be added in the existing workshop No. 1 to upgrade the product line, achieving an annual output of 9000 tons of stainless steel for casting. A circulating water system and an exhaust gas treatment system will be constructed, and the existing exhaust gas treatment system of the AOD furnace in the workshop will be upgraded. A new power supply and distribution system will be added without increasing the project land area; new production equipment will be added in the approved but not yet completed workshop No. 3 to expand the annual output of 20000 tons of nickel alloy.
- II. Environmental Impact Assessment Conclusion
- 1. Surface Water Environmental Impact Assessment Conclusion
This project does not add wastewater discharge. The production wastewater consists of concentrated water from the desalination system and initial rainwater, which will be treated using the sewage treatment facilities within the plant. This expansion project will not generate domestic sewage, and the production wastewater will be reused after treatment, which will not impact the surrounding water environment.
- 2. Atmospheric Environmental Impact Assessment Conclusion
According to predictions, under normal emissions from the new pollution sources of this project, the maximum concentration contribution value of pollutants outside the plant boundary is ≤100%; under normal emissions from the new pollution sources, the maximum concentration contribution value of pollutants is ≤30%. The environmental impact of the project complies with the environmental functional zoning. Comprehensive analysis indicates that the atmospheric environmental impact of this project is acceptable. No atmospheric protection distance is required.
- 3. Noise Environmental Impact Assessment Conclusion
With appropriate noise control measures in place, the construction of this project will have a minimal increase in noise at the plant boundary, and there are no sensitive points within 200m, which will not adversely affect the noise environment.
- 4. Solid Waste Treatment and Disposal Impact Analysis Conclusion
All types of waste generated by this project have reasonable disposal methods. The temporary storage sites for solid waste and hazardous waste can meet the relevant regulatory requirements, will not cause secondary environmental pollution, and will not adversely affect the surrounding environment.
- 5. Groundwater Environmental Impact Assessment Conclusion
Under normal circumstances, the expansion project has a minimal impact on groundwater. Additionally, through the rectification of raw materials and slag fields, pollutant infiltration can be effectively controlled. After strictly implementing environmental protection measures, the groundwater pollution caused will not exceed previous levels, and the groundwater environmental impact is acceptable.
- 6. Soil Environmental Assessment Conclusion
The pollution pathways of this project to the soil mainly come from wastewater and exhaust gas emissions. Hazardous waste within the plant area is designed and constructed according to relevant regulations for temporary storage, which can minimize the impact of wastewater leakage on the soil environment. The exhaust volume of the expansion project is small, and the emission predictions can meet environmental quality standards, with minimal impact of exhaust pollutant deposition on soil environmental quality.
- 7. Environmental Risk Assessment Conclusion
Under the condition that the construction unit strictly establishes and implements risk prevention measures and emergency plans, in the event of an unexpected accident in the production and storage system, there is the capability to take emergency measures promptly to mitigate risk damage, and the environmental risk damage impact is within an acceptable range.
- 8. Ecological Environmental Impact Analysis Conclusion
The expansion project is constructed within the existing plant area, does not add land area, and has no significant impact on the surrounding ecological environment.
