According to the Environmental Impact Assessment Law of the People's Republic of China, State Council Order No.682and the relevant provisions of the Regulations on the Management of Environmental Protection for Construction Projects, as well as the Measures for Public Participation in Environmental Impact Assessment (Ministry of Ecology and Environment Order No.4), the following is the public announcement of the draft environmental impact assessment report for the 18,500-ton aerospace materials and products project of GuangDong HuaAo New Alloy Material Co.,Ltd.:GuangDong HuaAo New Alloy Material Co.,Ltd. aerospace materials and products18,500ton project environmental impact assessment report draft public announcement as follows:
1. Project Overview
Project Name:GuangDong HuaAo New Alloy Material Co.,Ltd. aerospace materials and products18,500ton project
Construction Nature:Expansion
Construction Unit:GuangDong HuaAo New Alloy Material Co.,Ltd.
Project Introduction: An investment of 1.6 billion yuan in the northeast of the existing plant area, northeastwith an additional land area of2, intending to build66704.75m5#,6#7#8#factories, adding an annual production of8#9,0008#tons of high-temperature alloy production line, an annual production of1,500tons of powder alloy production line, and an annual production of8,000tons of high-quality aluminum castings production line, mainly adding vacuum induction furnaces, resistance melting furnaces, low-pressure casting equipment, melting furnaces, and other equipment, supporting the construction of waste gas treatment systems, new office buildings, warehousesand gas stationsetc.2. Project Environmental Impact Assessment Conclusion1. Surface Water Environmental Impact Assessment ConclusionThe expansion project collects pure water concentrate and circulating cooling wastewater, which is discharged into the Heshan Industrial City sewage treatment plant after being pre-treated to meet standards by the septic tank, and the impact on the receiving water body is within an acceptable environmental range; initial rainwater is treated by sedimentation and reused for greening and dust suppression in the expansion project area, with no discharge; in summary, the expansion project has a minimal impact on the surrounding surface water environment.
2. Atmospheric Environmental Impact Assessment Conclusion
According to predictions, under normal emissions from the new pollution sources of this project, the short-term and long-term concentration contribution values of various air pollutants emitted by the project within the assessment scope meet environmental standard requirements, and the maximum concentration contribution value of short-term concentration is less than100%, and the maximum concentration contribution value of annual average concentration is less than 30%.
After superimposing the existing concentration and the pollution sources of the proposed project, the daily average concentration and annual average mass concentration of various pollutants emitted by the project, as well as the only short-term concentration, all meet environmental quality standard requirements, and the atmospheric environmental impact of the project complies with the local environmental functional zoning.Comprehensive analysis indicates that the atmospheric environmental impact of this project is acceptableand does not require the establishment of atmospheric protection distances.3. Noise Environmental Impact Assessment ConclusionWith the implementation of vibration reduction, sound insulation of factories, distance attenuation, and other environmental protection measures, the predicted daytime and nighttime noise levels at the factory boundary meet the Industrial Enterprise Factory Boundary Environmental Noise Emission Standards ()and the predicted daytime and nighttime noise levels on the side of the road in Xinleiyu Village meet the Acoustic Environment Quality Standards (4a,) standard limit requirements, and the noise emissions from the project have a minimal impact on the regional sound environment quality.
4. Solid Waste Treatment and Disposal Impact Analysis ConclusionThe various solid wastes generated by the expansion project have reasonable disposal methods, and the solid waste temporary storage site has sufficient storage capacity. All hazardous wastes are disposed of by qualified hazardous waste disposal units, ensuring proper treatment and disposal without causing secondary pollution or adverse effects on the surrounding environment.
5. Groundwater Environmental Impact Assessment ConclusionGB12348-2008The expansion project adopts corresponding anti-seepage technologies and measures in each anti-seepage zone to effectively prevent pollutant leakage and groundwater contamination. After strictly implementing environmental protection measures, the impact of groundwater pollution is minimal, and the groundwater environmental impact is acceptable.5#6. Soil Environmental Assessment ConclusionGB3096-2008The expansion project adopts corresponding anti-seepage technologies and measures in each anti-seepage zone to effectively prevent pollutant leakage and groundwater contamination. After strictly implementing environmental protection measures, the impact of groundwater pollution is minimal, and the groundwater environmental impact is acceptable.According to the 4A standard limit requirements, the project's noise emissions have minimal impact on the regional acoustic environment quality.
4、Conclusion of Impact Analysis on Solid Waste Treatment and Disposal
All kinds of solid waste generated by the expansion project have reasonable treatment methods. The solid waste temporary storage site has sufficient storage capacity, and each hazardous waste is disposed of by qualified hazardous waste units, which can be properly treated and disposed of without causing secondary pollution or adverse effects on the surrounding environment.
5、Conclusion of Groundwater Environmental Impact Assessment
The expansion project adopts corresponding anti-seepage technologies and other anti-seepage measures for each anti-seepage zone to effectively prevent pollutant leakage from polluting groundwater. After strict implementation of environmental protection measures, the impact of groundwater pollution is relatively small, and the impact on groundwater environment is acceptable.
6、Conclusion of Soil Environmental Assessment
The pollution pathways of the expansion project to the soil mainly come from waste liquid leakage and waste gas emissions. The temporary storage of hazardous waste in the plant area is designed and constructed according to relevant specifications, which can minimize the impact of waste liquid leakage on the soil. According to the calculation of the cumulative impact of various pollutants on the soil and the prediction of atmospheric impact, the contribution concentration of heavy metals from the waste gas emissions of the expansion project to the surrounding area is very low and will not cause further impact on the soil environment.
7、Environmental Risk Assessment Conclusion
Under the premise of strictly implementing the various risk prevention and emergency measures proposed in this report and continuously improving the emergency response plan for risk accidents, the environmental risk impact during the operation period of the expansion project is within an acceptable range.
8、Ecological Environment Impact Analysis Conclusion
Under the premise of implementing the various environmental protection measures and suggestions proposed in this evaluation, ensuring the normal operation of various treatment facilities and that pollutants such as waste gas, wastewater, and noise meet discharge standards, and preparing emergency measures in case of accidents, the impact on the ecological environment is very small.
